These concerns reflect Trump\u2019s rights-abusing record during his first term, his embrace of white supremacist supporters and ideology, the extreme antidemocratic and anti-rights policies proposed\u00a0by think tanks led by former aides, and campaign promises, including to round up and deport millions of immigrants and retaliate against political opponents.<\/p>\n<p>\u201cDonald Trump has made no secret of his intent to violate the human rights of millions of people in the United States,\u201d said\u00a0Tirana Hassan, executive director at Human Rights Watch. \u201cIndependent institutions and\u00a0<span class=\"onomasticon onomasticon-cursor-default\" tabindex=\"0\" title=\"civil society\" data-tooltip=\"Civil society usually refers to a broad array of nongovernmental organizations including: community and grassroots groups, advocacy organizations, religious-based groups, labor unions, and many others. Civil society typically does what the government or businesses cannot or won\u2019t do, such as providing direct services or advocating for changes in the laws and government practices.\" aria-label=\"Explain glossary term civil society\" data-once=\"enable_tooltips\">civil society<\/span>\u00a0groups, including Human Rights Watch, will need to do all we can to hold him and his administration accountable for abuses.\u201d<\/p>\n<p>During Trump\u2019s first term as president, from 2017 to 2021, Human Rights Watch documented his record of rights abuses. These included policies and efforts to\u00a0expel asylum seekers\u00a0and\u00a0separate families\u00a0at the US-Mexico border,\u00a0advance racist tropes\u00a0against Black communities and other people of color,\u00a0adopt policies\u00a0that punish low-income families and deprive them of health care, and to\u00a0fuel a violent insurrection\u00a0to overthrow the results of a democratic election.<\/p>\n<p>Trump\u2019s pledges during his 2024 campaign raise greater cause for concern in a second term, both domestically and internationally. In 2023, he said he would not be a\u00a0dictator \u201cexcept for day one\u201d\u00a0in office. Trump has repeatedly praised autocrats such as\u00a0Viktor Orban,\u00a0Vladimir Putin, and\u00a0Kim Jong Un. He has proposed policies that would weaken democratic institutions that protect fundamental human rights and would lessen checks on presidential authority. The threat of abusing the executive office is of even greater concern because of a recent\u00a0US Supreme Court decision\u00a0that grants presidents broad immunity from criminal prosecution for official actions taken in office.<\/p>\n<p>Project 2025,\u00a0a governing plan written by Trump\u2019s\u00a0former advisers\u00a0and political allies, details many other abusive, often\u00a0racially discriminatory policies\u00a0that the new administration may adopt. Although Trump has\u00a0denied\u00a0connections to Project 2025, many of his statements echo its premises.<\/p>\n<p>While the presidential campaign cycle featured rhetoric from both candidates that was hostile toward immigrants, Trump made scapegoating immigrants a central pillar of his campaign. He has called for extreme policies that include\u00a0mass detention of migrants and mass deportations\u00a0of millions of people, which would tear apart families with deep roots in the US. Such a program would invariably entail racial profiling, lead to heightened abuses by law enforcement during mass roundups, and instigate more xenophobic actions among the wider public. During the campaign, Trump and his running mate, JD Vance, spread racist lies about\u00a0Haitian migrants\u00a0in particular and fomented\u00a0disinformation\u00a0that immigration leads to increased crime in the United States.<\/p>\n<p>Abortion rights will be\u00a0under increased threat\u00a0during Trump\u2019s second term. His insistence that states should have the power to block access to basic health care allows policies that\u00a0violate rights, endanger health, lead to\u00a0preventable deaths, and\u00a0criminalize private health care decisions.<\/p>\n<p>Trump has\u00a0vowed to retaliate\u00a0against his political enemies. Throughout speeches and campaign interviews, he has used increasingly dangerous rhetoric, referring to his critics as \u201cthe enemy from within.\u201d Trump threatened to order the US Department of Justice to pursue prosecutions against President Joe Biden and others he claims oppose his agenda, including election officials and voters. Trump has also suggested he would invoke the Insurrection Act\u00a0to deploy the US military\u00a0and national guard against people in the US who might exercise their right to protest.<\/p>\n<p>With respect to foreign policy, during his first term Trump demonstrated little respect for treaties, multilateral institutions, or efforts to protect the human rights of people living under repressive governments. His administration consistently\u00a0worked against\u00a0women\u2019s rights and environmental progress at the United Nations and tried to\u00a0redefine and limit\u00a0the definition of rights to be protected through the US Department of State.<\/p>\n<p>Trump has\u00a0signaled opposition\u00a0to funding for humanitarian aid and civilian protection efforts in major conflicts and crises.
